Rep. Tom Lantos (D-CA), Chairman of the House Committee of Foreign Affairs, explained that the missile defense system that U.S. proposed to build in Eastern Europe was not a "hostile move aimed at Russia."

Lantos said, however, that the matter was "mishandled" by the U.S. government and that the Russian government should have been consulted first.
