Dr. David Gipp, President of United Tribes Technical College, claims at the Senate Committee on Indian Affairs hearing concerning Tribal Colleges and Universities that their institutions are poor and the level funding is essential for day-to-day operations.

Dr. Gipp explains to the Committee that these institutions don't have any big rich endowments, state or tribal funds to rely on. (0:17)
