Senator Byron Dorgan (D-ND) states during the press conference concerning the President Bush's proposal for renewal of fast track trade negotiating authority that he hopes to convince everybody that the fast track is a bad idea.

Sen. Dorgan points out that the experience with fast track has historically been a bad thing and describes it as a straight jacket for the Congress. (0:52)
