Boehner Downplays Norquist's Influence On GOP

House Speaker John Boehner (R-Ohio) said that the attitude surrounding the “super committee” and congressional leadership is “one of nervousness,” once again urging members of the 12-member panel to find common ground before a fast-approaching Thanksgiving deadline.

“I think the mood is one of nervousness,” Boehner told reporters during a Thursday press conference. “This is hard, and everybody knows it’s hard. I can’t tell you how much I appreciate the work of all the members of the committee and their effort to try and come to an agreement. “

A bipartisan group of lawmakers sent a letter Wednesday recommending that both entitlement cuts and new revenues be included in a grand bargain deal that would make a significant dent in the nation’s debt. The letter seemed to have instilled a sense of hope in Congress that a deal was not as improbable as many had thought.

However, anti-tax activist Grover Norquist offered his skepticism of 40 Republican signatures attached to the letter, saying “there’s nothing wrong with considering all options. Consider anything. Just don’t vote for a tax increase,” according to reports.

Norquist, who heads the group Americans for Tax Reform has collected signatures from nearly every Republican in Congress - including Boehner - pledging to oppose the inclusion of any tax increase in a potential “super committee” deal.

During his remarks, Boehner side-stepped questions regarding Norquist’s influence on the Republican conference. Boehner, who signed Norquist’s pledge opposing tax increases, referred to the anti-tax activist as “some random person” and shied away from acknowledging his clout among rank-and-file Republicans.

“Our focus here is on jobs. We’re getting everything we can to get our economy moving again and get people back to work. It’s not often I’m asked about some random person in America,” Boehner answered. “Our conference is opposed to tax hikes because we believe that tax hikes will hurt our economy and put Americans out of work.”

Medicare Administrator Defends Recess Appointment  

Medicare and Medicaid Administrator Donald Berwick defended his decision to accept President Barack Obama’s recess appointment after it was criticized by a Republican Senator.

“The president of the United States asked me serve and help the country. It was a privilege to do it,” Berwick said during a hearing Wednesday with the Senate Finance Committee.

Sen. Jim Bunning (R-Ky.) described the appointment as “very, very controversial.”

“[It] clearly wasn’t an open and transparent process,” Bunning said. “The healthcare reform debate was far from open and transparent. Republicans got locked out of any negotiations.”

Bunning added that Republican leadership in the House will ensure that the administration is more transparent in the future.

Health Care Caucus Calls On Congress To Fight Medicare Fraud

The Congressional Health Care Caucus (CHC) highlighted the consequences of Medicare fraud Tuesday and called on their colleagues to take actions that could possibly save billions of dollars for the social insurance program.

“[Medicare fraud] is very serious problem and one that requires serious attention ... to reclaim the scarce health care dollars that people are otherwise diverting from the system,” said Rep. Michael Burgress (R-Texas) during a news conference.

Jim Frogue, the Vice President for Center for Health Transformation, proposed fighting fraud through an identity check system, similar to the process that is used with credit card purchases. Such a measure would require individuals who are receiving Medicare-Medicaid benefits to have proper identification.

“People can get away with [fraud] for months and years and never get caught," said Frogue, who appeared alongside the CHC. "The mandate of Medicare-Medicaid is to pay the bills and ask questions later."

According to Frogue, anti-fraud measures already in place are inadequate. The Medicaid Fraud Control Units (MFCU) only focus on high profile cases, Frogue says, and essentially overlooks the smaller cases.

"I don’t know why I’m not retired in the Caribbean. Its so easy to steal this money and just move on,” joked Frogue.

House Republicans Uneasy With Direction Of Health Care Reform

During a hearing with the House Ways and Means Committee Wednesday, House Republicans expressed major qualms over how the formation of the upcoming health reform legislation has progressed.

"I'm very concerned and I think what many of us are struggling with today is that we don't have the facts on this bill,” said Rep. Geoff Davis (R-Ky.) “We have been told that this will likely be our only hearing and we are talking about entirely changing the framework of healthcare in America with no debate of any substance.”

Rep. Dave Camp (R-Mich.), the Committee’s ranking member, stated that in order for Congress to act responsibly, the members would need to know more vital facts concerning the bill.

“We need to know the price tag of this bill if we are going to do our jobs: write a bill our country can afford that will guarantee every American has access to affordable, quality health care.”

Rep. Devin Nunes (R-Calif.) blasted the new health care plan for resembling the current Medicaid program, stating that he believes that most people on Medicaid are unhappy with the program.

“I have a lot of citizens in my district who are on Medicaid, and for the life of me, I can't understand why we would want to make more people eligible for Medicaid...I don't have anyone that I know of that likes being on Medicaid." Nunes said.

The House Ways and Means Committee is expected to remain in session past 5:30 Wednesday evening. Witnesses representing insurance companies are slated to testify at the hearing’s end.

Days Of Medicare Fraud Are Over

Attorney General Eric Holder and Health and Human Services (HHS) Secretary Kathleen Sebelius announced the formation of a new interagency effort, the Health Care Fraud Prevention and Enforcement Action Team (HEAT), to fight against Medicare and Medicaid fraud around the country. Holder and Sebelius also announced this afternoon the expansion of the Strike Force Team to Detroit and Houston. This Strike Team was already operating in South Florida and Los Angeles to fight Medicare fraud on a local level.

“This is part of the administration’s ongoing commitment to fiscal responsibility and accountability and putting the best minds and resources together to combat fraud and return much needing dollars into the United States’ Treasury”, said Attorney General Holder adding that when “individuals and corporations cross the line and defraud the public, we will hold them accountable.”

“The Obama administration and the American people will not stand by while criminals and health care fraud perpetrators steal from the Medicare and the Medicaid programs”, said Secretary Sebelius. “A Small but significant number of criminals and bad operators are cheating the system and costing taxpayers billions of dollars.”

Senior officials from the Department of Justice (DOJ) and HHS will integrate the HEAT team to strengthen the existing programs fighting against fraud. HEAT will not only go against unlawful practices but will also prevent fraud, waste and abuse from happening the first place. The new program will be helped by a joint DOJ-HHS Medicare Fraud Strike Force teams which have successfully fought against fraud perpetrators in South Florida and Los Angeles. In the former, the Strike Force convicted 146 defendants and succeeding in securing $186 million while in the latter, started in May 2008, 37 individuals have been charged with criminal health care fraud offenses resulting in $55 million being restored to the Medicare program.

The Attorney General and the HHS Secretary pointed out that HEAT will work with Congress to work on legislation making it more difficult for fraud perpetrators to use the taxpayers money. The American taxpayers are called upon by Sebelius “to blow the whistle on thieves and criminals who are stealing from all of us.”
