House Majority Leader Steny Hoyer, (D-MD) discusses the procedural objections by the Republicans to the lack of discussion of the Protect America Act. Hoyer says that the reason the House hasn't addressed FISA is that Senate Republicans delayed the bill. Moreover, Hoyer says that wiretapping authority will continue to exist under FISA if the Protect America Act is not renewed, and therefore there is no urgency. (8:38)
