The House nearly passed a budget Friday crafted by the Republican Study Committee that would cut $9 trillion over the next 10 years.

The budget preceded a vote on the Ryan plan, and was not expected to pass. However, in a frantic scene, Democrats pulled a procedural moved by voting present, forcing some Republicans to change their votes to no in order to block it.

The final vote came in at 119-136. 172 Democrats voted present.
