Democratic Presidential Debate: Sen. Barack Obama (D-Ill.), responding to a panel question regarding racial inequality, says that minority groups, particularly African Americans, have a responsibility to "rise up out of the problems we face."

He adds, however, that there has to be a "political will in the White House" to make changes happen, and he says that it is the reason why he is running for President. (0:44)
